Abstract

The digital transformation of the public sector necessarily involves citizen participation in the development of “res publica”. Inspired by the concept of Government as a Platform (GaaP), with the potential to improve the way the government operates, the purpose of this article was to establish an proposition for a concept of Parliament as a Platform (PaaP), aggregating a systematic review of the scientific literature, as well as an integrative technical work developed by the parliamentary institutions in Brazil. As a result, it was possible to relate the activities of a Parliament with the concepts of platform in the public sector, thus, the potential of the PaaP concept was exemplified and demonstrated, as well as a path for its practice.
