Abstract

A National System of Innovation comprises organizations and institutions that interact in the sense of developing, diffusing and making use of innovations that can promote the economic development of countries. Universities are important organizations in NSI’s, because they incubate abundant scientific knowledge with great innovative potential. However, often this potential is underutilized, being retained in the university. Given this, and based on the processes of economic catching-up of developed countries, this paper aims to analyze how the dynamics between knowledge-generating university and entrepreneurial university in the state of Rio Grande do Sul is occurring, seeking to understand how the university and the institutional ecosystem are supporting the creation of academic businesses (spin-offs).
